What is changing?
The Commission has decided to establish a specific control and inspection programme for its tropical tuna fisheries in the Indian Ocean in order to strengthen control of vessels of Member States that conduct purse seine fisheries under the auspices of the Indian Ocean Tuna Commission (IOTC).
Why?
The geographical scope of control and inspection of the fishing activities of the EU fishing fleet includes its activities in non-EU waters.

Background
In accordance with Regulation 1224/2009, the EU adopted specific control and inspection programmes for specific fisheries and sea basins, based on the assessment of possible risks of non-compliance with the rules of the Common Fisheries Policy, carried out in accordance with Article 5 of Decision 2018/1986. These programmes are implemented by Member States, and through joint deployment plans with the European Fisheries Control Agency (EFCA).
The risk assessment must include vessels flying the flag of EU Member States that operate in the purse seine fisheries under the auspices of the IOTC.
