Summary
The EU has amended its rules to allow poultry from Brazil imported under a tariff rate quota to be accompanied by a digital certificate of origin. Previously a paper certificate of origin was required; as Brazil now issues these certificates in digital format, the rules have been amended to also allow digital versions.

What is changing?
Previously, Brazilian exporters of poultry wishing to benefit from the EU tariff rate quota had to provide certificates of origin in paper format (Regulation 2020/761). Now, certificates of origin can also be provided in digital format.
A template of the digital certificate of origin is presented in Annex II to the new Regulation.
Why?
The EU is updating its rules in response to countries’ transition towards digitalisation of import and export documents.

From 23 February 2024, Brazilian poultry imported under the tariff rate quota may be accompanied by certificates of origin in digital format.
What are the major implications for exporting countries?
The acceptance of digital certificates of origin will ensure smooth and safe trade of poultry from Brazil under the tariff rate quota.

What is changing and why?
Brazil can now issue digital certificates of origin for poultry exported to the EU. The EU previously required imports under the tariff rate quota to be accompanied by paper certificates. It now allows digital certificates of origin, and has provided a template for those certificates.
