Summary
The EU has reduced the maximum residue levels (MRLs) for haloxyfop to the limit of determination (LOD, the lowest level that can be detected using the most modern and reliable analytical methods). This will apply to all products except onions, linseeds, sunflower seeds, canola/ rapeseeds, and soya beans, for which import tolerances or Codex MRLs (CXLs) are set. The LOD on milk is lowered to 0.002 mg/kg.

Update
The EU has reduced the maximum residue levels (MRLs) for haloxyfop to the limit of determination (LOD, the lowest level that can be detected using the most modern and reliable analytical methods). This will apply to all products except onions, linseeds, sunflower seeds, canola/ rapeseeds, and soya beans, for which import tolerances or Codex MRLs (CXLs) are set. Impacted Products
Carrots, parsley roots, Hamburg root parsley, leeks, beans, peas, linseeds, sunflower seeds, rapeseeds/ canola seeds, sugar beet roots, liver (swine, sheep, equine, goat, cattle, poultry and other farmed terrestrial animals), kidney and edible offals (swine, cattle, sheep, goat, equine and other farmed terrestrial animals), poultry edible offals, poultry fat, milk (cattle, sheep, goat, horse)
What is changing?
The EU has amended the MRLs for haloxyfop as summarised in Table 1.
In addition, the LOD on milk is lowered from 0.015 to 0.002 mg/kg.
Why?
The approval for haloxyfop has not been renewed because the manufacturer did not submit a new application for approval. Therefore haloxyfop is no longer authorised in the EU, and all MRLs are set to the LOD.
However, Australia requested an import tolerance for linseeds and rapeseeds/ canola seeds. As EFSA (2018) did not identify a consumer health risk, the requested import tolerance is adopted as the EU MRL.
In addition, an import tolerance on soya beans, and CXLs on onions and sunflower seeds, are considered safe for consumers (EFSA 2022) and are therefore maintained.
EFSA (2022) also identified that the LOD of 0.015 mg/kg for milk is the major contributor to chronic exposure. The LOD on milk is therefore lowered to 0.002 mg/kg.
Timeline
The new MRLs will apply from 19 August 2024. Products exported before 19 August 2024 that comply with the old MRLs will not be removed from the EU market after that date, even if they do not comply with the new MRLs.
Recommended Actions
Exporters of affected products should review their current use of haloxyfop and evaluate possible alternative solutions or applications for further import tolerances.
