Update

The model animal health/official certificates are amended to add the missing category “offal” in the note of the beef certificate (Model BOV), and to clarify the animal health requirements relating to the origin of milk (Models MILK-RM, MILK-RMP/NT, DAIRY-PRODUCTS-PT).

What is changing?

The EU is modifying the model certificates:

• for beef (MODEL BOV) to introduce the missing category “offal” in the description of the consignment in the notes to Part I, I.27
• for milk/dairy products (MILK-RM, MILK-RMP/NT, DAIRY-PRODUCTS-PT) to clarify requirements relating to the origin of milk in the animal health attestation of those models (II.2.1).

Timeline

Publication date: 1 June 2022.

Application date: 15 November 2022

Certificates in the older format issued before 15 November 2022 will be accepted until 15 February 2023

What are the major implications for exporting countries?

It is important that exporters to the EU of fresh beef, raw milk and dairy products use the amended model certificates as soon as possible to ensure that all certificates are correct by the end of the transitional period on 15 November 2022, so that no consignment will be rejected.

Recommended Actions

Exporters to the EU of fresh beef, raw milk, and dairy products (with and without a pasteurisation treatment) must ensure that they are using the amended certificates by 15 November 2022 at the latest.

Background

Countries exporting live animals and products of animal origin to the EU must send consignments together with animal health/official certificates signed by their official veterinarians. The aim is to guarantee that the consignments fulfil the EU legislation requirements.

These certificates are laid down by Implementing Regulation (EU) 2021/403 for terrestrial animals and germinal products (semen, ova and embryos); and by Regulation (EU) 2020/2235 for certain categories of animals (fish, insects, snails), products of animal origin, composite products, sprouts and seeds, in compliance with the Animal Health Law Regulation (EU) 2016/429 and the Official Controls Regulation (EU) 2017/625.
