EU corrects several animal health/official model certificates to be used when exporting to the EU
Implementing Regulation (EU) 2022/497 of 28 March 2022 amending and correcting Annexes I and II to Implementing Regulation (EU) 2021/403 as regards certain model animal health certificates, animal health/official certificates and declarations for the movements between Member States and the entry into the Union of consignments of certain species and categories of terrestrial animals and germinal products thereof
Update
The EU has adopted revised animal health/official certificates – mandatory from 15 December 2022 – for export of live animals/germinal products to the EU, correcting mistakes in previous certificates.
What is changing?
This new Regulation aims to correct the following model certificates:
- sheep and goats
- horses
- ungulates intended for a confined establishment
- racing pigeons
- germinal products (semen, ova and embryos) of cattle, sheep, goats, pigs and horses.
Why?
Some mistakes or inconsistencies have been detected in the model health certificates and needed to be corrected.
For example:
- for model ‘OV/CAP-X’ in Points II.2.2 and II.2.11.6
- for models ‘EQUI-X’, ‘EQUI-Y’, ‘EQUI-TRANSIT-X’ and ‘EQUI-TRANSIT-Y’: correction of the period during which the certificate may be issued in case of transport by sea
- for models ‘CONFINED-RUM’, ‘CONFINED-TRE’ and ‘CONFINED-HIPPO’: insertion of the missing animal health requirements and corrections of some mistakes and omissions.
Timeline
Date of publication: 29 March 2022
Date of entry into application: 18 April 2022
Transitional period ended on 15 December 2022
What are the major implications for exporting countries?
Full conformity with the new model certificates has been mandatory since 15 December 2022.
Recommended Actions
Exporters of sheep, goats, horses, ungulates intended for a confined establishment, racing pigeons, and germinal products (semen, ova, embryos) of cattle, sheep, goats, pigs and horses must ensure that they are using the new corrected model certificates by 15 December 2022.
Background
Countries exporting live animals to the EU must send consignments together with animal health/official certificates signed by their official veterinarians. The aim is to guarantee that the consignments fulfil the EU legislation requirements.
These certificates are laid down by Implementing Regulation (EU) 2021/403 in compliance with the Animal Health Law Regulation 2016/429 and the Official Controls Regulation (EU) 2017/625
