The European Union (EU) has amended the cost, insurance, and freight (CIF) representative prices and introduced import duties for sugar beet molasses for the 2025 marketing year (which runs from 1 October 2025 to 30 September 2026).

What is changing?

The European Commission has amended the representative prices (the CIF import prices) of molasses for the 2025 marketing year that ends on 30 September 2026, as follows:

  • €22.47 per 100 kg for molasses from sugar cane (CN code 1703 10 00)
  • €9.93 per 100 kg for molasses from sugar beet (CN code 1703 90 00).

With these changes, no import duties now apply to sugar cane molasses or sugar beet molasses, removing the import duty that was previously in place for molasses from sugar beet (Regulation 2025/2657).

Timeline

There are no import duties for either sugar cane or sugar beet molasses from 15 January 2026.

Background

Regulation 2023/2834 sets a “representative price” for imported molasses covered by CN codes 1703 10 10 (sugar cane molasses) and 1703 90 00 (sugar beet molasses). This is the cost, insurance, and freight (CIF) price based on world market prices (Art. 25). These are fixed for each marketing year (from 1 October to 30 September of the following year) and can be amended by the European Commission.

Import duties for molasses are set on the basis of representative prices (Regulation 2023/2835, Art. 8). Where there is a difference between the trigger price for the product concerned and the CIF representative price, additional import duties are set (Regulation 2023/2834, Art. 33).

Regulation 2026/120 replaces Regulation 2025/2657.
