Summary

Update

Partially defatted rapeseed powder from Brassica rapa and Brassica napus has been authorised as a novel food since 2021. This new Regulation authorises a wider definition of its characteristics that allows for fluctuations in yield and production and processing methods. The changed specifications concern the levels of proteins, lipids, total carbohydrates, total fibre, moisture, and ash in partially defatted rapeseed powder, but do not affect the safety of this novel food.

What is changing?

In 2021 the European Union (EU) authorised partially defatted rapeseed powder from Brassica rapa and Brassica napus as a novel food (Regulation 2021/120). The EU has now approved a request to update the specifications for this novel food.

These changes include:

  • a lower level of protein, decreased from 33 to 28%
  • a lower level of lipids, decreased from 14 to 10%
  • maximum level of moisture increased from <7 to <11%
  • levels of total carbohydrates, total fibre, moisture, and ash in the final powder increased.

Why?

The request by Ferm Food ApS to change the levels of proteins, lipids, total carbohydrates, total fibre, moisture, and ash does not affect the safety of this novel food as assessed by the European Food Safety Authority, and does not alter EFSA’s conclusions that supported the initial authorisation. Widening the definition of the characteristics of this novel food allows for fluctuations in yield and production and processing methods. The new Regulation permits the use of B. rapa and B. napus from both winter and spring harvests, increasing the supply of raw materials and the potential production of partially defatted rapeseed powder.
