The European Union (EU) has renewed the authorisations allowing placement on the EU market of foods, ingredients, and feed containing, consisting of, or produced from genetically modified maize MON 87427, oilseed rape MON 88302, and soyabean MON 87708. The authorisations do not permit the cultivation of these genetically modified crops in the EU.

What is changing?

These regulations permit the ongoing sale of food, food ingredients, and feed containing, consisting of, or produced from genetically modified maize MON 87427 (Decision 2025/2541), oilseed rape MON 88302 (Decision 2025/2542), and soyabean MON 87708 (Decision 2025/2554) on the EU market. The use, labelling, and methods of detection related to these varieties (set out in the respective Annexes) remain unchanged under the reviewed authorisation. Cultivation of genetically modified maize MON 87427, oilseed rape MON 88302, and soyabean MON 87708 is not permitted in the EU.

Why?

The European Food Safety Authority (EFSA), in its scientific opinions (2025a, 2025b, 2025c), concluded that there was no evidence of any new hazards or scientific uncertainties that would change the conclusions of the original risk assessments on maize MON 87427, oilseed rape MON 88302, and soyabean MON 87708.

What are the major implications for exporting countries?

Suppliers of food, feed, or other products containing or consisting of these genetically modified maize, oilseed rape, and soyabean have long-term legal security for the export of these products to the EU market.

Background

A list of all authorised genetically modified products can be found on the European Commission’s GMO register.

The authorisation or rejection of genetically modified crops normally requires sufficient support from EU Member States (a qualified majority). In recent years, there has generally been insufficient support to reach a decision to either authorise or reject applications. In such cases, as here for genetically modified maize, oilseed rape, and soyabean, the Commission is permitted to authorise these products if EFSA has given positive feedback.

What is changing and why?

The European Union (EU) has renewed the authorisations of genetically modified maize MON 87427, oilseed rape MON 88302, and soyabean MON 87708. This allows these GM maizes, and products containing them, to continue to be placed on the EU market. However, cultivation of these crops in the EU remains prohibited. The renewed authorisations are based on favourable scientific opinions by the European Food Safety Authority.
