What is changing?

These Regulations revoke the authorisation allowing products containing, consisting of, or produced from genetically modified maizes MON 87403 and MON 87419 to be placed on the EU market.

Why?

In both cases the authorisation holder, Bayer Agriculture BV, requested the revocation because genetically modified maizes MON 87403 and MON 87419 have never been cultivated in any country where cultivation would have been possible, so the company does not intend to commercialise or introduce products derived from them in the future.

The revocation applies from 27 March 2026.

Background

A list of all authorised genetically modified products can be found on the European Commission’s GMO register.

The authorisation or rejection of genetically modified crops normally requires sufficient support from EU Member States (a qualified majority). In recent years, there has generally been insufficient support to reach a decision to either authorise or reject applications. In such cases the Commission is permitted to authorise these products if the European Food Safety Authority (EFSA) has given positive feedback.
