EU updates model animal health/official certificates for gelatine and collagen for consistent wording
Commission Implementing Regulation (EU) 2024/1874 of 8 July 2024 amending Implementing Regulation (EU) 2020/2235 laying down rules for the application of Regulations (EU) 2016/429 and (EU) 2017/625 of the European Parliament and of the Council as regards model animal health certificates, model official certificates and model animal health/official certificates for the entry into the Union and movements within the Union of consignments of certain categories of animals and goods, and official certification regarding such certificates
Update
The EU has reviewed the consistency of wording of official health certificates for exports to the EU of gelatine and collagen. This applies to gelatine capsules not derived from ruminant bones, composite products containing gelatine capsules derived from ruminant bones, and certificates for animals when the ante-mortem inspection takes place at the farm or the animal is slaughtered at the farm.
Impacted Products
Gelatine, collagen
What is changing?
The EU has corrected and aligned the wording across different model animal health certificates, and with other recent Regulations.
These changes relating to Regulation 2020/2235 concern:
- Certificate model GEL in Annex III, chapter 41 – the title will now exclude “gelatine capsules” not derived from ruminant bones, for which no certificate is needed.
- Certificate model COMP in Annex III, chapter 50 – clarification that this model includes composite products containing gelatine and collagen, and that it needs to be used for the entry of composite products containing gelatine or collagen derived from ruminant bones.
- Certificate models in Annex IV – clarification of the models to be used in cases of ante-mortem inspection (live animals transported to the slaughterhouse, poultry reared for the production of foie gras / game / cattle / pigs / horses slaughtered on farm or emergency slaughtered) at the farm of origin, and of their content.
Timeline
Date of application: 29 July 2024, except for composite products (model chapter 50) for which the old certificate can be issued until 29 January 2025.
Recommended Actions
It is essential to pay attention to the information requested in certificates, and to use the latest versions of the certificates whenever the EU regulations are updated. Any error in filling in certificate may result in the rejection of consignments at the EU border.
Background
Consignments of animals and animal products from non-EU countries to the EU must be accompanied by an official health certificate. This certificate contains all the relevant information on the consignment so that it can be exported to the EU.
Model certificates and attestations are in the following Regulations:
- live terrestrial animals and germinal products: Implementing Regulation (EU) 2021/403
- animal products, composite products and live fish: Implementing Regulation (EU) 2020/2235
- aquaculture: Implementing Regulation (EU) 2020/2236.
