Introducing the EU’s new Electronic system for Agricultural Non-customs formalities (ELAN)

This AGRINFO webinar, in cooperation with the European Commission, DG Agriculture, introduces ELAN and explains how to use it.

The European Union (EU) has established a new Electronic system for Agricultural Non-customs formalities (ELAN) that will allow authorities in EU Member States and non-EU countries to process and store documents relating to agri-food trade.

Use of ELAN by non-EU countries will be mandatory from 17 January 2028 for documents related to the use of tariff rate quotas and for basmati authenticity certificates. To prevent disruption to trade and ensure that exporting countries are ready to comply on that date, the system can already be tested by competent authorities in exporting countries.

In the future, ELAN will also include documents required for fruit and vegetables, cereals, hops, and wine.
