Update
This new EU Regulation reflects the flexibility given to non-EU countries when identifying ungulates (other than horses) in Regulation 2023/119. It also revises the disease controlled zones in Botswana.

What is changing?
Identification of ungulates
When identifying ungulates (other than horses) for export, animals can now be identified by physical means. This must be a visible, legible, and indelible display of the:
- identification code of the animal, which establishes a definite link between the animal and its accompanying animal health certificate
- code of the exporting country (ISO 3166 or another two-letter code to be agreed between the exporting country and the European Commission).
This amends Regulation 2021/404 (Annexes II and III) to reflect the derogation granted by Regulation 2023/119.
Botswana
Specifically for Botswana, sub-zones 18 and 14 are removed from the coverage of veterinary disease control zones BW-1 and BW-2, respectively.

What are the major implications for exporting countries?
Botswana can export meat to the EU only from the revised zones.
Background
The EU Animal Health Law (Regulation 2016/429) establishes principles and rules for the prevention and control of certain diseases in animals kept by humans (including farm animals, fish, and aquaculture), wild animals, and animal products.
Delegated Regulation 2020/692 supplements the Animal Health Law regarding animal health requirements for exports to the EU. Non-EU countries (or part of their territories) wishing to export animal products to the EU must comply with the EU animal health requirements.
These countries or regions must be listed in Implementing Regulation 2021/404 for each of these products to be exported to the EU. The list is regularly updated, for example if there is an outbreak of a notifiable disease, or an improvement in the animal health situation in a country.
