Update
On 29 November 2022 the EU extended the territory in Türkiye and Egypt that is approved to export horses to the EU with regard to animal health requirements.
What is changing?
Türkiye
In December 2020, Türkiye requested the European Commission to extend zone TR-1, from which entry of registered horses into the EU is authorised, to include the provinces of Bursa, Eskişehir and Kocaeli. Türkiye provided guarantees supporting that request.
After evaluation, the Commission authorised the entry into and transit through the EU, as well as re-entry after temporary export, of registered horses from the new zone TR-1 in Türkiye.
Egypt
In December 2021, Egypt requested the Commission to authorise the entry into the Union of registered horses from a new zone, and provided guarantees regarding the establishment of an equine disease-free zone at the Police Veterinary Quarantine for Equines at CAIRO/SWISS desert road on the Eastern outskirts of Cairo, connected through the Cairo International Airport.
After evaluation, the Commission authorised the entry into and transit through the EU of registered horses from that zone in Egypt.
The EU has modified the list of approved zones in Türkiye and Egypt accordingly.

Background
The EU Animal Health Law (Regulation (EU) 2016/429) establishes principles and rules for the prevention and control of certain diseases in animals kept by humans (including farm animals, fish and aquaculture), wild animals, and animal products.
Delegated Regulation (EU) 2020/692 supplements the Animal Health Law regarding the animal health requirements for exports to the EU. Third countries (or part of their territories) wishing to export animal products to the EU must comply with the EU animal health requirements.
These third countries (or part of their territories) must be listed in Implementing Regulation 2021/404.
The list is regularly adapted in the event of an outbreak of a notifiable disease, or conversely if there is an improvement in the animal health situation.
