Summary
The models of animal health/official certificates for composite products (non-shelf-stable and shelf-stable) containing dairy products and colostrum (models COMP and TRANSIT-COMP) are amended to:
- align the heat treatment required with another Regulation
- remove the need to indicate production dates for dairy and colostrum products contained in the composite products
- clarify certain footnotes to Part II.
In the model for composite products transiting through the EU (TRANSIT-COMP), there is no longer a need to indicate the approval number of the establishment of origin of dairy products.

What is changing?
The model animal health/official certificates for non-shelf-stable and shelf-stable composite products containing dairy products and colostrum (models COMP and TRANSIT-COMP) are amended to:
- align the heat treatment required in the attestation with that laid down in Annex XXVII to Delegated Regulation (EU) 2020/692
- delete the requirement to indicate production dates of dairy products and colostrum-based products contained in composite products
- supplement and clarify certain footnotes to Part II of those models.
For composite products only transiting through the EU (model TRANSIT-COMP), the requirement to indicate the approval number for the establishment of origin of dairy products (contained in composite products) is deleted because the EU is not a final destination of those composite products.

Entry into application on 15 April 2023 provided that the animal health/official certificate was issued no later than 15 January 2023.

For exporters to the EU of composite products containing dairy products and colostrum, it is important to use the updated model certificates as soon as possible to ensure that all certificates are correct by the end of the transitional period on 15 January 2023, and that no consignment will be rejected.

Background
Countries exporting live animals and products of animal origin to the EU must send the consignments together with animal health/ official certificates signed by their official veterinarians. The aim is to guarantee that the consignments fulfil the requirements of EU legislation.
These certificates are laid down by implementing Regulation (EU) 2021/403 (for terrestrial animals and germinal products) and by Regulation (EU) 2020/2235 (for certain categories of animals (fish, insects, snails), products of animal origin, composite products, sprouts and seeds), in compliance with the Animal Health Law Regulation (EU) 2016/429 and the Official Controls Regulation (EU) 2017/625.
