Withdrawal of extended approval period for fenpyrazamine

Summary
The European Commission has withdrawn its extension of the approval period for the active substance fenpyrazamine. The approval period for fenpyrazamine will therefore expire on 15 January 2025. From that date, fenpyrazamine can no longer be used in EU Member States.
As a result, the EU is expected in the future to reduce the maximum residue levels (MRLs) for fenpyrazamine to the limit of determination (LOD, the lowest level that can be detected using the most modern and reliable analytical methods).

What is changing?
The Commission has withdrawn the extended approval period previously granted for fenpyrazamine. The expiry date for use of fenpyrazamine in EU agricultural production will change from 31 May 2026 to 15 January 2025.
Why?
The approval period for fenpyrazamine was previously extended from 31 December 2023 until 31 May 2026 to allow a review of the substance to be completed before its planned expiry date. However, as the manufacturer no longer supports the application for renewal, no review will take place and the extension period has been withdrawn.
Timeline
No use of fenpyrazamine in the EU will be permitted after 15 January 2025.
Another Regulation to replace the existing MRLs with default MRLs of 0.01–0.05 mg/kg for fenpyrazamine is expected to follow.
What are the major implications for exporting countries?
When approvals for pesticide active substances are not renewed or are withdrawn, the EU starts the process of lowering or removing the MRLs. These are typically set at 0.01 mg/kg (or levels as low as technically possible).
Recommended Actions
As the EU is likely to reduce the MRLs to low levels, producers currently using fenpyrazamine on crops for export to the EU should review their current good agricultural practices (GAP) and start to look for alternative solutions.
Import tolerance MRLs for specific products can be requested, although the process is complex and requires a lot of data (see Pesticide residue import tolerance MRLs explained).
Background
This Regulation updates the list of active substances approved for use in the EU, established by Regulation 540/2011. This list can be consulted via the EU database of active substances, safeners and synergists.
