  • Official controls

Summary

The European Union (EU) is adding North Macedonia to the list of non-EU countries authorised to export casings to the EU, in relation to animal health. In September 2025, the European Commission proposed adding casings from North Macedonia to the list of countries meeting EU requirements in relation to residue monitoring.

When both these regulatory changes are in application (expected in late 2025/early 2026), North Macedonia will be able to export casings to the EU.

North Macedonia approved to export casings to the EU in relation to animal health.

Commission Implementing Regulation (EU) 2025/2220 of 3 November 2025 amending Annex XVI to Implementing Regulation (EU) 2021/404 as regards the entry for North Macedonia in the list of third countries or territories or zones thereof authorised for the entry into the Union of consignments of casings.

What is changing?

The EU is adding North Macedonia to the list of non-EU countries authorised to export casings to the EU, in relation to animal health (listed in Regulation 2021/404, Annex XVI).

In September 2025, the European Commission proposed adding casings from North Macedonia to the list of countries and products meeting requirements in relation to residue monitoring (see List of countries authorised to export animal products to the EU: second update).

When both these regulatory changes are in application (late 2025/early 2026), North Macedonia will be able to export casings to the EU.

Why?

North Macedonia has provided evidence that it can export casings to the EU in compliance with EU animal health requirements.

Timeline

This Regulation applies from 24 November 2025.

What are the major implications for exporting countries?

From 3 September 2026, North Macedonia will also need to be listed specifically for casings in relation to antimicrobial requirements (Regulation 2024/2598). This Regulation is expected to be updated in early 2026 – see List of non-EU countries compliant with new EU antimicrobial requirements.

Background

The EU Animal Health Law (Regulation 2016/429) establishes principles and rules for the prevention and control of certain diseases in animals kept by humans (including farm animals, fish, and aquaculture), wild animals, and animal products.

Delegated Regulation 2020/692 supplements the Animal Health Law regarding animal health requirements for exports to the EU. Non-EU countries (or part of their territories) wishing to export animal products to the EU must comply with the EU animal health requirements. These countries or regions must be listed in Regulation 2021/404 for each commodity to be exported to the EU. The list is regularly updated, for example in the event of an outbreak of a notifiable disease, or if there is an improvement in the animal health situation in a country.

To be able to export casings to the EU, non-EU countries must be listed in regard to:
